AdC SUBMITS TO PUBLIC CONSULTATION A STUDY ON COMPETITION IN PORTS 2015-07-15 The Portuguese Competition Authority (CdA) has submitted to public consultation a 'Study on competition in the Port Sector ", which identifies as a first step, a set of facts and symptoms that could indicate a malfunction of the national port sector, for, in a second phase, identify the underlying causes of such symptoms and events, in particular the causes of competitive nature. After this diagnosis exercise regarding problems of competitive nature, will be carried out the recommendation of a set of measures aiming, through response to identified constraints, to promote competition in the port sector and, as such, contribute to improving the efficiency and quality of national ports: 1. (Re)definition of the governance model of the ports; 2. (Re)definition of the concession model; 3. (Re)adjustment of the model of port administrations revenues; 4. Liberalization of markets access to port services; and 5. Reinforcement of transmission of costs along the port sector value chain. The study, conclusions and recommendations are now under public consultation until September 15 and the stakeholders can contribute with comments to the document.
